Civil Rights Experience

Mr. Pereyra-Suarez began his career in handling civil rights matters in 1971 as a legal intern with San Fernando Valley Neighborhood Legal Services. During his two years with that office, he focused on fair housing and consumer rights issues, handling more than 500 cases. This experience included writing the briefs in connection with "impact" lawsuits and appeals which broke new ground in the fair housing field.

He later served as a staff attorney at the Western Center on Law and Poverty, where he litigated a class action lawsuit challenging systemic conditions of confinement at the Los Angeles County Central Juvenile Hall.

As a trial and appellate attorney at the U.S. Justice Department's Civil Rights Division starting in 1976, Mr. Pereyra-Suarez prepared U.S. Supreme Court and Court of Appeals briefs for the Government in cases involving housing discrimination, school desegregation, the rights of the institutionalized and the rights of the handicapped. He also participated in litigation challenging systemic conditions of confinement in jails, prisons and juvenile institutions in five states and the Commonwealth of Puerto Rico.

As an Assistant U.S. Attorney in Los Angeles starting in 1979, Mr. Pereyra-Suarez supervised dozens of FBI investigations of alleged criminal civil rights violations, including the jail hanging death of Cal State Long Beach football player Ron Settles.  Many of these alleged violations included claims of police brutality and/or excessive use of force.

Since entering private practice in 1982, Mr. Pereyra-Suarez has continued to handle a substantial number of civil rights matters. As a partner at the McKenna & Cuneo law firm, he supervised many civil rights matters while acting as co-chair of the Pro Bono Practice Committee in the firm's 60-attorney Los Angeles office.  In 1992 and 2000, respectively, Mr. Pereyra-Suarez served as deputy general counsel and as counsel to two independent commissions tasked with investigating the conduct of the Los Angeles Police Department. 

As a "neutral" in alternative dispute resolution ("ADR") matters since 2002, he often has been selected to act as a mediator or settlement officer in a broad range of civil rights matters. Many of those cases have involved parties who speak only Spanish.
